Human Resources Department

This department is responsible for all Human Resource functions for The City of Elkhart.
 
The department consists of the Human Resources Department Head, Office Manager, Benefits Coordinator, and Office Services staff.  The City of Elkhart is dedicated to recruiting, screening & hiring the best candidates for the positions.  This department manages and maintains employee wage, benefit programs and services for 600-800 full time, part time and temporary employees.  HR is responsible for compliance with all federal, state and local laws and regulations regarding all employment related issues including workers' compensation, equal opportunity, affirmative action and safety.
 
The department functions are overseen by the Human Resources Department Head who is responsible for over-all planning, organizing, short and long term strategies for all employee services & benefit programs. Creates, develops, initiates and administers policies, procedures and processes; responsible for the HRIS system; directs and coordinates all human resources activities, including labor/employee relations, risk management, loss control, employee safety & health, organizational & management development, employee personnel administration, investigating and preparing EEOC position statements, FMLA approval, wages, salary & benefits administration, and training & education programs.
 
The Benefits Coordinator provides assistance to City employees in the areas of group benefits. Coordinates OSHA compliance for City employees.  Coordinates Benefits Advisory Committee meetings and various other related meetings. Manages records for group benefits and worker compensation and performs related accounting functions,   Coordinates and collaborates with benefit carriers and health care providers.  Coordinates annual open enrollment for employees to be fully informed about available benefit choices and costs, and provides the same information to new employees.
 
The Office Manager maintains all legally required records and reports; all personnel files including medical files; responds to unemployment inquiries; verifies employment and wages for current and/or past employees, processes full-time and part-time employees, prepares paperwork for full-time employees, tracks the Employment drug testing program, maintain City's organizational charts, assist with developing and maintaining department procedures, and maintains departmental budget.
