Located 3 miles northwest of the city, the Municipal airport is one of the busiest general aviation airports in northern Indiana. The Aviation Association of Indiana's Fall 2012 report lists the Elkhart Municipal Airport's economic impact return to the community at $197,000,000 annually! More than 1,520 jobs earning an average salary of $69,000 would not exist if not for the presence of the  Elkhart Municipal Airport. Or as we like to say,
"No Plane No Gain".

A full Instrument Landing System guides aircraft to the 6500' x 120' primary runway.  The crosswind runway is 4001' x 75' and our new turf runway is 2500' x 100'.  Travel Management Company, now celebrating nearly 10 years in service as a provider of luxury aircraft charter and management.  Conveniently located at the intersection of CR 6 and CR 5, TMC stands ready with their fleet of aircraft to serve your flying needs.  The full-service Fixed Base Operator provides all aircraft support including aircraft management, charter, flight instruction, and maintenance.  Home to some 150  based aircraft, various flight clubs, an Experimental Aircraft Association, Elkhart Municipal is also host to the annual Warbird Fly In, Air Supremacy Over Elkhart R. C. Airshow and the Salute to Veterans WWI Reenactment honoring all veterans.  Aircraft maintenance and other pilot services are also available.  Elkhart offers a Localizer Performance with Vertical guidance (LPV) approach made possible by FAA's Wide Area Augmentation System (WAAS). One of only a few in the nation!  A new airtraffic control tower was constructed in 2001 with all new equipment.  An Automated Weather Observation Station continues to provide updated weather information 24 hours a day accessible by dialing 574-264-9002.  Elkhart has on-site 24-hour Crash Fire Rescue, available hangar space, land for build-to-suit hangars, competitive prices, and is centrally located in the mid-west. With all these attributes, Elkhart is poised to grow with the aviation industry well into the future.

 
 
The Building & Code Enforcement Department consists of four divisions within one department.
 
  • Building Inspection Division - Conducts inspections of new structures, additions and renovations of existing structures within the city limits. This Division consists of 2 Inspectors and the Building Commissioner. 
  • Code Enforcement Division - In efforts of maintaining a clean and safe city Code Enforcement Officers conducts inspections of properties for compliance with the minimum housing, trash and right-of way ordinances. This Division consists of 4 Code Enforcement Officers and Office Support Staff.
  • Permit Center - Responsible for the issuance of all building permits, rental registrations, license & registration renewals.
  • City Hall Maintenance - Responsible for the custodial duties of City Hall. This Division consists of 1 full-time and 1 part-time custodial staff.

The staff at the Cemetery Department is responsible for all burials and entombments that take place in Rice, Grace Lawn and Prairie Street Cemeteries as well as the mowing, trimming and maintenance of the grounds.

 
We will assist the public with the selection of burial spaces, mausoleum crypts and niches for cremated remains for both at need and future need, as well as offering help in locating hard to find burials and genealogy requests.

The Elkhart Central Garage services equipment that ranges from Weed Eaters to Pay Loaders, Generators to an Asphalt Paver and Lawnmowers to Sewer Vacuum Trucks. All of the departments that serve the City of Elkhart need all these varieties of tools to properly ensure the citizens of Elkhart a clean and operating city. Maintaining 1000 pieces of equipment City wide for the 14 following departments; Aviation, Building & Grounds, Building, Central Garage, Cemetery, Emergency Management, Engineering, Motor Pool, Police, Planning, Street, Traffic, Water distribution and Water Collections. The Central Garage also provides 24 hour 7 days a week, shop, road call, and emergency service. Regularly maintaining and repairing all units in the fleet throughout the year on a preventative maintenance schedule is our primary function.Central Garage Shop

Central Garage Duties

  • Purchasing and disposing of all City motorized equipment except Fire Department.
  • Registering, insuring, and plating all City equipment including Fire Department.
  • Providing fuel cards and maintaining fuel program for the City.
  • Specification writing and bid process for new City equipment.
  • Tracking all repair/maintenance work orders and outside repairs, on a fleet equipment software program.
  • Monitor all CDL licenses and operator licenses for employees driving City owned equipment.  Running quarterly driver license checks, and random drug testing for CDL program.
  • Prepare new vehicles and equipment for service: Installing necessary add on equipment used by Departments. Also install Lettering, stickers, and numbering on new equipment.
  • Fabricating new and old equipment for better Department usage.

The Central Garage has ten full time mechanics, one full time shop Crew Leader, one full time Parts Manager, one full time Office Manager, and one part-time Janitor/Parts shuttle. Several Central Garage Employees combine for over 50 various certifications from a nationally recognized association called ASE (Automotive Service Excellence), which also includes certifications for Parts Department, Equipment Installation, Heavy Duty Truck Technician, and Service Consultant. We are committed to training our mechanics for the ever-changing automotive, truck and equipment field, computer training is a must with new equipment. Welding, torching, fabricating, on board diagnostics, tire replacements and hydraulic repairs are some of our everyday tasks. Each season of the year creates challenging duties. The winter brings Plows into the shop nonstop for cutting edge replacements, the spring and summer has asphalt repair and paving, lawnmowers with needs for hydraulics, tires and blades. The fall has all the necessary equipment to provide leaf pickup with Pay Loaders, Dump Trucks and Tractors. Of which tires, loader buckets and hydraulics all desire plenty of maintenance. Street Sweeping continues throughout the year unless to cold, with brooms, elevator belts and hydraulic motors needing attention.

Communications CenterThe mission of the Elkhart City Communications Center is to provide timely and appropriate responses to requests for assistance, regardless of severity, to the residents and guests of the City.

The department also manages the Neighborhood Stabilization Program and other projects for the Elkhart Redevelopment Commission that include the sale of renovated homes and vacant land. The renovated homes provide home ownership opportunities for families and individuals looking for a home with character and charm that can be found in older homes. The vacant land provide new construction opportunities for developers or individuals looking to build a new home or rental units in the City near downtown neighborhoods. The mission of the Elkhart Environmental Center is to preserve, protect, and restore the environment and to promote environmental responsibility to the public through education, habitat enhancement, and public outreach.

EEC Garbage DumpThe Elkhart Environmental Center was not always a pretty site. During 1959 to 1972, the area was operated as the Lusher Avenue city dump. Initial plans for rehabilitating the area were conceptualized in 1984. With leadership from the Mayor's Office and under the direction of the Department of Public Works, ideas were solidified. Partnerships were formed with the University of Notre Dame and Elkhart Community Schools.

Through these partnerships and with the cooperation of numerous city departments, site development began in 1989. That year, clay clapping was initiated and the first constructed wetland was created. In addition, an environmental education program was launched to teach "EnviroKids" the many aspects of environmental stewardship.

In 1991, the Martin Foundation, a charitable division of NIBCO, generously donated funds for the construction of a log cabin education center. In August of that year, the Center was officially dedicated to the people of Elkhart. With a new permanent education facility and habitat reconstruction well underway, the Elkhart Environmental Center was poised to expand its role in the community. Today it has many well established programs, events, and volunteer opportunities. In addition, it is a now a beautiful site to hike along the Elkhart River or meander through the woods and small prairie areas.

The Mission of the Elkhart Emergency Management Department is to support the Police and Fire Department in non-enforcement services and to provide assistance to other City Departments and civic groups throughout the Elkhart community.
 
 
The Emergency Management Department provides the following services:
  • Assistance in disaster response and during severe weather
  • Assistance in traffic control for the Police and Fire Departments
  • Assistance the Police Department in patrolling specific areas of the City
  • Assistance at City events such as the Air Show, the July fireworks and events at the Lerner Theater
  • Work with Elkhart County Emergency Management

The Elkhart City Controller's Office is responsible for the smooth flow of all financial transactions. This includes all accounts payable and receivable, budget preparation, and administering payroll, licensing programs, employee benefits and coordination of all city investments. An advanced general ledger accounting system is coordinated by computerization for all systems reporting in this office.

Fire Patch LogoThe Elkhart Fire Department has served the community and its citizens for more than one hundred years. Beginning in the 1800's with a small group of men who formed the first bucket brigade, the department has evolved into a modern urban department, that employs the industries most advance equipment and techniques. The department is currently staffed by one hundred twenty-four sworn firefighters who perform a wide variety of specialties and provide numerous services.

The department is currently comprised of seven stations located throughout the city. Located within these stations, the departments active fleet of apparatus is comprised of 6 engines companies, 2 truck companies and 4 paramedic ambulances. We also posses three reserve engines and two reserve ambulances for use in times of extreme emergency or when mechanical issues occur.

The department currently employs 35 state licensed paramedics. Each of these professionals is certified in not only advanced cardiac life support (ACLS), but also Pediatric Advanced Life Support (PALS), Advanced Medical Life Support (AMLS) and International Trauma Life Support (ITLS). In addition, all must undergo a rigorous monthly auditing process to assure quality service is being delivered to our citizens. All firefighters employed the Elkhart Fire Department are required to be certified by the State of Indiana as a firefighter and as a emergency medical technician.

The department offers numerous specialized services which include but are not limited to; vehicular extrication, hazardous material mitigation and swift water rescue. The department also has the ability to conduct its own fire investigations with the use of our own inspector / investigator division. A unique feature of the department is that it employs its own staff of ACS certified mechanics. This allows all but the most extensive repairs to be performed in-house, thereby cutting the costs to the department and therefore the public.

The department delivers on average 12,000 responses per year with approximately 80% being EMS related. In order to deliver these services to the public, the department is dispatched through the city's emergency 911 dispatch center. The center effectively answers 90,000 calls per year and dispatches police, fire, and EMS through a state of the art 800 mghz radio system.

The men and women of the Elkhart Fire Department train on a daily basis to deliver to our citizens the best possible service available and we live by the saying; ANY TIME, ANY WHERE, WE ARE HERE TO SERVE YOU.

The purpose of the Grants Department is to collaborate with all City departments in identifying opportunities for grant support that enhance effective, efficient, and accountable operations. The Grants Department is a key resource regarding public and private grant sources. Within its responsibility to administer grant programs and awards, the Grants Department monitors compliance and prepares related reports for public and private audit. The Grants Department is overseen by the Grants Manager, who meets frequently with Department Heads in order to assess those City needs that can be addressed through grant funding. Other responsibilities include researching funding that is available to enhance services to residents and businesses in Elkhart, serving as the primary point of contact with granting agencies, developing and implementing procedures for evaluating the effectiveness of each grant program in terms of its added benefit value to the citizens of Elkhart.

The Human Relations Department has jurisdiction over persons, businesses, organizations, labor organizations, and cooperatives located within the corporate limits of the City of Elkhart. Our City workers are who we depend on to get the job done.  The City of Elkhart Human Resources Department (HR) serves those who serve our community.  HR is the hub of a highly diverse workforce stretched throughout twenty-eight (28) departments performing a variety of functions to provide needed services within the City.

The four staff members of the HR department manages and maintains employee wage and benefit programs, personnel records, and services for 600 - 800 full-time, part-time, and seasonal employees.  HR is instrumental in the hiring of new members of the City workforce from job posting through orientation and continuing with advising and assisting each employee in achieving success in a career in public service.  HR is also oversees compliance with all federal, state and local laws and regulations regarding all employment related issues including workers' compensation, equal opportunity, affirmative action and safety. We coordinate with all other City departments in regards to employee needs and management.

The Human Resources Department Head is a generalist function. This position is responsible for over-all planning and organizing short and long term strategies for employee services & benefit programs.  Creatively developing, initiating and administering employment policies, procedures and processes are key duties of HR Department Head.  Managing use of the human resources information systems, directing and coordinating human resources activities, including labor/employee relations, risk management, loss control, employee safety & health, organizational & management development, employee personnel administration, investigating and preparing EEOC position statements, FMLA approval, wages, salary & benefits administration, and training & education programs are all within the scope of duties for this individual.

The Benefits Coordinator (BC) provides invaluable assistance to City employees with enrollment and utilization of our group benefits plans. The BC coordinates the Benefits Advisory Committee; a group of City employees who meet monthly with our benefits consultant to exchange information and thoughts on providing employees with the most effective group benefits plans and strategies for the taxpayers' money. This position also plays a supporting role in employee wellness initiatives.  The BC serves as a catalyst between employees and benefit carriers and health care providers regarding health care coverage issues. Coordinating annual benefits open enrollment for employees and orientation for new employees is a primary function of the BC job. Maintaining Workers Compensation, OSHA compliance, and group benefits records and performing related accounting functions well rounds out the workday for this individual.

As one of the first individuals a new City employee interacts with, the HR Office Manager (OM) coordinates the final steps of the hiring process that include assuring post-offer requirements are fulfilled, setting up new employee orientation, channeling new employee status information from the department through HR to payroll, and confirming I-9 information through E-Verify.  The OM coordinates the City Safety Champion Committee, a group of City employees meeting monthly to review incidents and exchange information and thoughts on best safety practices, and organizes the annual health and safety fair for City employees.  This position oversees maintenance of HR records and reports; responds to internal/external employment related inquiries, tracks the employee drug testing program, maintains City organizational charts, and maintains the departmental budget.  Additionally the OM provides valuable input regarding departmental procedures and maintains record of such.

The position those of us in HR depend on to support our endeavors would be the Offices Services support position.  In a part-time capacity, our assistant fills in all the gaps in the clerical functions of the department.  This individual takes care of the filing, data entry, and any other duties thrown in that direction by the HR staff, members of the workforce and the community.  Fielding phone calls that come in to HR; either by addressing the needs of the caller or forwarding on to the appropriate individual to do so, places this position in direct line to employee and community needs.

The staff of the Human Resources Department is pleased to provide the citizens of the City of Elkhart with a workforce of valued employees that is committed to public service and the needs of the community. 

The Information Technology (IT) Department provides user support, network services, and all other technologies to the employees of the City of Elkhart.  IT provides the technology infrastructure used by City workers to provide services to the citizens of Elkhart.  IT supports 23 locations and approximately 750 users.


The Department of Law is staffed with three full-time attorneys and one paralegal.  The Corporation Counsel is the head of the Department.  The Department serves primarily in a support role within the city organization, and the attorneys in the Department are responsible for providing legal counsel and representation to public officials, employees, boards, and commissions of the City relating to the affairs of municipal government.  The attorneys in the Department specifically provide the following services:

  • Represent the City in most litigation matters where the City of Elkhart is a party, except matters handled by our insurance counsel;
  • Prosecute violators of city ordinances;
  • Prepare, review, or revise ordinances, resolutions, contracts, deeds, easements, pleadings, briefs, motions, memoranda, correspondence, and other documents for the City and its departments, boards, commissions, and other agencies;
  • Collect fines, fees, damages and other monies owed to the City; and
  • Provide advice to and represent management in the labor and employment context.

The goal of the Department is to provide competent, cost-effective and timely legal counsel and representation to all of the internal clients served by one or more of the full-time attorneys.
