This museum contains more than 20,000 artifacts, a working genealogy library, and
an archive containing government and business records, offering visitors a firsthand
account of what life was like for those who settled the area that would become
Elkhart County. Various displays including historical themes and time periods such a
Victorian row house, a one-room school, a rain depot, a general store, a dentist, a
barber, a pharmacy, a tool room and Native American artifacts bring history to life.
The building itself, now known as the Rush Memorial Center, is on the National
Register of Historical Places.

A certain Main Street address once housed a barber shop, an apothecary and – as legend has it – a speakeasy. This is the stuff local history is made of, and you’ll find plenty of it at “Time Was” Museum. It’s packed to the ceilings with photographs, memorabilia and newspapers dating from 1856. You‘ll also come across lots of interesting and quirky stuff like a 125-year-old cash register and hand-etched brass instruments (a nod to the City’s reputation as the Band Instrument Capital.). A visit to Time Was is like exploring Elkhart’s communal attic. It’s open by chance or appointment.

The Public Works and Utilities Department and the Street Department facilitate the collection of garbage and recycling efforts within the City of Elkhart. Recycling carts and trash carts are distributed by Borden Waste-Away. They can be reached at 574-293-5001. Small recycling bins are distributed at the City Street Department located at 2421 S. 17th St. They can be reached at 574-293-5518.

Elkhart Public Library
Elkhart Public Library first opened Oct. 2, 1903, and counted 7,793 books within a year. Today, the number of physical items inside the five locations is nearly 400,000 – books, movies, music and more.
The library moved from its Carnegie home to the current downtown spot at Second and High streets in 1963. The Martin Foundation, founded by Esther and Ross Martin of NIBCO Inc., financed the $1 million project.
Branch locations started opening in 1975, and the library started going digital in 1989 with a computerized catalog. In 1997, Elkhart Public Library launched its first web page.
A historical marker for playwright Charles Gordone, an Elkhart native who won the Pulitzer Prize in 1970, is outside the downtown location.

Elkhart Co. Property Tax Info
Property taxes are due annually in two installments, May 10 and November 10 or the following business day. Any unpaid balance remaining after these due dates is assessed a penalty. There is a 5% penalty added to any balance paid within 30 calendar days after the due date. An additional 5% penalty will be added on the 31st day after the due date.
The Treasurer’s office accepts partial payments for taxes in any amount throughout the year although any unpaid amounts remaining as of the due date are subject to penalties. Property tax bills are mailed annually at least 15 business days prior to the due date of the first installment. Please contact the office if you prefer to receive your tax bill by email. Property tax information, copies of tax bills and payment coupons are available online by clicking ‘Pay and/or View Bills Online’ above or visiting www.invoicecloud.com/Elkhart In accordance with Indiana State Law; not receiving a property tax bill is not sufficient reason to waive any penalties.
